Randy Vivian was born in El Campo, Texas. He moved to Victoria with his family in 1971. He graduated from Victoria High School and the University of Houston-Victoria.
Randy served the County of Victoria as Justice of the Peace from 1991 to 1998. He came to the Chamber from Mid-Coast Family Services where he was CEO.
Randy joined the Victoria Chamber of Commerce in 2007 as President /CEO. He is active in the community serving with several organizations and boards. In 2012, while attending the US Chamber of Commerce Institute of Organization Management at the University of Georgia in Athens, Ga., Randy was awarded the Spirit of Institute by his peers as the individual that most represented the leadership principles of this premier leadership program. He is a member of the Victoria Northside Rotary and served as President in 2006-2007 and is a two time Paul Harris Fellow.
Randy is married to Cynthia and they have two daughters.
Christine Blain was born in San Antonio, Texas and moved to Cuero in 1990 and started a family. Christine served on many boards and was known to be a professional volunteer. While living in Cuero she serve on the Vestery for Grace Episcopal, sat on the Board of Directors for the Cuero Country Club, a member of Cuero Turkeyfest in its formative years and served on Hunt Elementary PTO.
Christine joined the Victoria Chamber of Commerce in 2004 as Director of Special Events. She is active in the Community serving with Victoria Crossroads Kiwanis Club and is a proud and involved Cheer Mom at Victoria East High School.
Christine is engaged to Brad Creceliris and she has two wonderful children.
Sylver Serrato was born in Victoria, TX. She has lived in Victoria all her life and has enjoyed and experienced every aspect of growth in the city. She attended Nazareth Academy and St. Joseph High School. Sylver worked for a local florist from 1980 to 1989 and decided to seek a rewarding career. She accomplished her goal by attending The Victoria College and graduated with an Applied Associate of Arts Degree in Secretarial Science, 1991. She immediately went to work as a Principal?s Secretary for Victoria ISD from 1991-2004.
Sylver decided she wanted to pursue and continue learning with several administrative certifications through the University of Houston continuing Education Program. She accomplished working as an Administrative Assistant for Berry Plastics from 2006-2009. In 2010, Sylver joined The Victoria Chamber of Commerce as an Office Manager/Administrative Assistant and is applying her acquired office skills throughout her years of continuing education. There is no other rewarding career than serving the community with open arms.
